\u003cp\u003e近期公布的《关�年中央和地方预算执行情况�年中央和地方预算草案的报告》（下称“预算报告”），在部署今年财税体制改革时要求，提高\u003c!--VERTICAL_CARD_BEGIN_0--\u003e国有资本收益\u003c!--VERTICAL_CARD_END_0--\u003e收取比例。“十五五”规划纲要也提及“合理提高国有资本收益收取比例”。�年财政部已经率先提高了中央企业国有企业资本收益收取比例，增加了�亿元收入。\u003c/p\u003e \u003cp\u003e目前国有资本收益上缴财政的比例现状如何？为何当前中国再次提高国有资本收益上缴财政比例？这一比例提高到多少合适？会带来哪些影响？\u003c/p\u003e \u003cp\u003e\u003cstrong\u003e国企上缴利润增加\u003c/strong\u003e\u003c/p\u003e \u003cp\u003e\u003c!--AIPOS_1--\u003e中国�年正式开始试行\u003c!--VERTICAL_CARD_BEGIN_1--\u003e国有资本经营预算\u003c!--VERTICAL_CARD_END_1--\u003e，也就是国家以所有者身份依法取得国有资本收益，并对所得收益进行分配而发生的各项收支预算，这也成为了政府的一个重要账本。而国有资本收益，绝大部分来自国有独资企业上交国家的利润，另外也包括国有控股、参股企业国有股权（股份）获得的股利、股息、企业国有产权（含国有股份）转让收入、国企清算收入等。\u003c!--MID_AD_0--\u003e\u003c!--EOP_0--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_0--\u003e \u003cp\u003e此后随着纳入国有资本经营预算的国企越来越多，以及国有资本收益收取比例逐步提高，国有资本经营预算收入整体走高。\u003c/p\u003e \u003cp\u003e根据财政部数据，2025年全国国有资本经营预算收入�亿元，同比增�.8%。\u003c/p\u003e \u003cp\u003e从国有资本收益收取比例来看，中国对不同行业的国有独资企业上缴年度净利润比例采取分类执行。\u003c/p\u003e \u003cp\u003e根据财政部文件，中央企业国有资本收益收取比�年设立之初实行�%、5%、暂缓三年收取和免收四档，此后政策不断调整，2014年调整�%、20%、15%、10%和免交五档。比如中国烟草总公司适用最�%档比例，中石油、中石化、国家电网�家央企适�%比例，\u003c!--SECURE_LINK_BEGIN_0--\u003e中国铝业\u003c!--SECURE_LINK_END_0--\u003e、\u003c!--SECURE_LINK_BEGIN_1--\u003e中国黄金\u003c!--SECURE_LINK_END_1--\u003e�家央企适�%比例等。\u003c/p\u003e \u003cp\u003e政府预算专家、上海财经大学教授邓淑莲告诉第一财经，根据此前公开文件，归纳起来，央企中烟草企业上缴利润比例最高（25%），石油石化、电力、电信、煤炭等资源型企业上缴比例次之（20%），一般竞争型企业（冶金、运输、电子、贸易、施工等）上缴比例一般�%，军工、转制科研院所、邮政、中央文化企业上缴比例一般�%，而政策性企业（如中储粮）以及小微国企应交利润不�万元的，则免交。\u003c!--MID_AD_1--\u003e\u003c!--EOP_1--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_1--\u003e \u003cp\u003e“另外，地方国有资本收益上缴比例不统一，由各省市自行制定，多数地区高于或接近中央标准。金融类国企收益纳入国有金融资本管理，上缴方式与非金融类不同。”邓淑莲说。\u003c/p\u003e \u003cp\u003e而上述中央企业国有资本收益收取比例去年再次提高。\u003c/p\u003e \u003cp\u003e根据财政部网站今𻂉月份一篇官方文章公开信息，2025年财政部印发了《财政部关于提高中央企业国有资本收益收取比例的通知》（财预〔2025〕97号）。目前这一《通知》尚未对外公开。\u003c/p\u003e \u003cp\u003e今年预算报告在解�年中央国有资本经营预算收入大幅增长（�%）时称，主要是经报国务院批准，2025年执行中提高了中央企业国有资本收益收取比例，相应增加了收入。\u003c/p\u003e \u003cp\u003e尽管官方尚未公布最新的央企国有资本收益最新收取比例，不�年党的十八届三中全会曾公开要�年要将国有资本收益上缴公共财政比例提�%，更多用于保障和改善民生。\u003c/p\u003e \u003cp\u003e政府预算专家、中央财经大学财政税务学院教授李燕告诉第一财经，目前国有资本收益收取比例根据国有独资企业所在地区不同、行业属性不同适用不同的比例，�%~35%不等，金融类、资源类企业通常会更高，公益类的企业会偏低一些，还有些符合政策要求的企业会阶段性降低或免交，如鼓励充当\u003c!--VERTICAL_CARD_BEGIN_2--\u003e长期资本\u003c!--VERTICAL_CARD_END_2--\u003e、\u003c!--VERTICAL_CARD_BEGIN_3--\u003e耐心资本\u003c!--VERTICAL_CARD_END_3--\u003e的企业，鼓励投资未来产业的企业等。\u003c/p\u003e \u003cp\u003e\u003c!--AIPOS_2--\u003e邓淑莲分析，“十五五”开局之年，中国要求合理提高国有资本收益收取比例，是基于\u003c!--VERTICAL_CARD_BEGIN_4--\u003e财政紧平衡\u003c!--VERTICAL_CARD_END_4--\u003e、民生保障、\u003c!--VERTICAL_CARD_BEGIN_5--\u003e社保可持续\u003c!--VERTICAL_CARD_END_5--\u003e、国企改革深化、国家战略投入等多重现实与长远目标的综合决策。\u003c/p\u003e \u003cp\u003e“近年来财政收入增长乏力，而刚性支出持续增加，财政收支矛盾加大，而提高国有资本收益上缴比例，可以直接增加可用财力，弥补收支缺口，这是最核心的原因。目前国有资本收益分散在企业内部，难以形成政策合力。而提高上缴比例后，政府可对资金统一调配，用于国家重大战略、科技创新、民生保障、风险化解等重点领域。”邓淑莲说。\u003c/p\u003e \u003cp\u003e财政部数据显示，2025年全国一般公共预算收入同比下񝼃.7%，全国政府性基金预算收入同比下񝼉%。�年全国一般公共预算支出同比增񝛷%，全国政府性基金支出同比增�.3%。\u003c/p\u003e \u003cp\u003e为弥补全国一般公共预算收支缺口，根据今年预算报告，2025年全国国有资本经营预算支出约�亿元，而国有资本经营预算调入一般公共预算高�亿元。\u003c/p\u003e \u003cp\u003e邓淑莲表示，去年国有资本经营预算调入一般公共预算的比例接近七成，创历史新高。未来中国继续提高国有资本收益上缴比例，意味着更多国企利润将用于教育、医疗、养老、低保等民生支出，惠及民众。另外，随着此前部分国有资本充实社保基金改革落地，相关股权分红逐年扩大，提高国有资本收益上缴比例，也可直接增加社保资金来源，缓解养老金支付压力。国有资本收益更多地反哺公共服务，体现国有资本的公共属性，有利于增强财政可持续性。\u003c!--MID_AD_2--\u003e\u003c!--EOP_2--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_2--\u003e \u003cp\u003e“随着上缴利润比例提高，国企内部留存资金将有所减少，这也倒逼企业提质增效，提升盈利能力。国有资本收益收取比例提高，也进一步规范国企收入分配，抑制不合理福利与盲目扩张，防止‘内部循环’，让国有资本收益更多回归全民。”邓淑莲说。\u003c/p\u003e \u003cp\u003e2024年国务院发布的《关于进一步完善国有资本经营预算制度的意见》要求，兼顾企业发展和收益分配，分类分档确定国有资本收益上交比例，按规定安排部分资金调入一般公共预算，统筹用于保障和改善民生。\u003c/p\u003e \u003cp\u003e李燕认为，此次中央强调了国有资本收益收取比例需“合理提高”，这一方面要求国有企业要有大局观、整体观，在满足国企自身需要的同时可以有更多的资金调入一般公共预算，满足一般公共支出需要，解决以往国有企业收益在体内循环问题，让全体人民能够共享国有资本收益。\u003c/p\u003e \u003cp\u003e另一方面，因为国有企业是国家发展的重要基石，承担着改革发展与安全的重任，其收益上缴多少和自身留用的比例是此消彼长的关系，上缴比例的多少既要考虑到企业的社会责任及资金统筹使用的需要，又要考虑到现阶段与经济发展环境密切相关的企业收益实现水平，不能影响其承担的改革和发展重任需要和正常的经营，同时也要考虑一些企业响应国家要求充当长期资本、耐心资本对近期收益带来的影响，鼓励企业投资未来产业的积极性。\u003c!--MID_AD_3--\u003e\u003c!--EOP_3--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_3--\u003e \u003cp\u003e\u003c!--AIPOS_3--\u003e邓淑莲建议，合理提高国有资本收益收取比例仍要坚持“分类分档”，避免“一刀切”。比如对高盈利垄断性企业（如烟草）可适度提高比例（30%以上），充分体现国有资本全民属性；对资源型企业（石油、电力），维�%~25%区间，同步绑定资源开发的生态补偿责任；对研发密集型、战略新兴产业国企（如芯片、新能源），设񏩑%~10%的低上缴比例，或实行研发投入抵扣上缴基数政策，保障技术攻关资金；对公益类、政策性国企可继续执行免缴或极低比例上缴，重点考核其公共服务能力而非盈利指标。\u003c!--MID_AD_4--\u003e\u003c!--EOP_4--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_4--\u003e
